If object descriptions have been added to Pulse generated documentation on one Pulse server is it possible to transfer this content to another Pulse server - descriptions for TI processes, rules, cubes, dimensions. e.g. transfer descriptions from dev to prod or from an old server to a replacement server (without migrating the entire Pulse database content).

Yes, when creating a migration package, you can select the source as Documentation Only to only migrate the documentation entered in Pulse, more information in this article:
