We would like Pulse to send alerts to a slack channel instead of an email. Is there a way to “tap” into the pulse alerting framework to send an HTTP PUT request instead of an email?

I have not tried it from before, but seems like Slack has an email service in that it can receive from there:
You can then configure Pulse’ Alerts to send an email on a configured email address for it.

Not sure if that’s 100% relevant, but maybe will be helpful.
At one of the clients we’re sending normal emails from TM1 to Slack channel (using blat) and it works fine. You can get channel specific email in Slack by going to channel settings > Integrations > Send emails to this channel.
