In Instance performance menu, how pulse calculate the min/max/avg values? For example, what’s situation Pulse will detect this value is max/min/avg memory usage?

In this tab, Pulse will show the 20 highest peaks of memory for the selected period. If you want more detailed, I would recommend using the Pulse Explorer:

Yes, but I would highly recommend you to use the Pulse Explorer now. It will give you more flexibility and you will have much more data to play with.
There is a report called Pulse - Server Analysis where you can see the memory and cpu by instances:
