But I can remove it in the comments page, even I use admin account.

So what is the issue? It’s intended behaviour that a user can delete their own comments.
But I can’t delete it, in normal cube, it works, but in control objects, it’s not working
This was not clear in your original post.
This sounds like a bug then. Although why a user would be annotating in a control cube in the first place is questionable.
In my side, while we still using IBM TM1, there will be two control objects used by user.
Current, we start to use Apliqo UX, user still need to use those two objects.
