Is there a way to embed gifs, videos or other HTML objects in widgets?

There is a media upload widget which allows you to display gif, jpg, pdf, various video formats and therefore incorporate such content into a dashboard.
Or are you meaning to upload a background image like a watermark to a page or individual widget? (If yes this feature doesn’t currently exist but you are welcome to raise an enhancement request).
